Insufficient LibOVRRT version

I did a new installation of meta horizon link from the webpage linked setup.exe.  When I try to run OculusDebugTool I get an error...

 "Unable to connect to service. Insufficient LibOVRRT version. Requested major.minor version: 1.117; LibOVRRT version 1.115 Error code -3002 Version 85.0.0.0.549"

It's seems odd that the debug tool and the libovvrt...both loaded by setup.exe are incompatible.Any clues on how to resolve this?

    We saw that you are having an issue with running OculusDebugTool on your pc.

     

    We would like you to try restarting your computer and try uninstalling and reinstalling the Meta horizon Link app.
