MQDH PCVR Fails / CLI PCVR Upload Fails

I'm used to uploading the Quest version of our game via MQDH, and that works. But I'm trying to upload the PCVR build to the Rift store and facing an error. It has been suggested that I try CLI in Powershell, which I'm trying... but I don't think I've quite got it working. At first it was too quick and can't have uploaded 4GB, and now it's not showing progress after about 40 minutes. I'm just looking for a way to upload the game files to the Meta Server. Is there a guide or a video or someone that can help?
