How do I submit a new idea to Meta?

What do you mean by new idea? Is it for a project or a game?
Maybe you can post it in the forums so you can discuss it with the community. If it's related to feedback maybe getting in touch with support would be a better idea.There used to be an Ideas Board. They closed it down about a year ago 🙃.
Does your idea have anything to do with virtual reality headsets or AI glasses, because that is what these forums are about. You can make formal suggestions via the Meta Quest Developer Feedback Center.
For anything else (Facebook, Instagram etc), you're on the wrong Meta website, but you never know. There was a post in this thread about 3 months ago regarding an idea for Instagram, and a moderator took note (but I cynically suspect he was just paying lip service):
