Problem with an account when using account linking

I'm integrating the account linking system into the application. This system works perfectly, but we're encountering a particular account that isn't working.

The account is an application administrator in Meta Horizon and is a guest on one of the distribution channels, yet it still can't connect. We get "missing_code" or "missing_state" as the result.

We created new accounts and ran various tests.
Account 1: We invited it to the organization as a developer, and it was able to connect without any issues.
Account 2: We invited it to the same distribution channel as the administrator account, and it was able to connect without any issues.

Is there any account configuration that could cause connections to be rejected with the "Account Linking" system?
