A few things I would try:
- Different browser or incognito window
• Disable VPN/ad blockers
• Try a different phone number if possible
• Make sure 2FA and a payment method are enabled on the Facebook account
There have been quite a few recent reports of the developer activation flow failing with generic “temporary error” messages, so this may actually be fixed soon by Meta.
If it still happens after a few more days, I would contact Meta Developer Support directly because sometimes accounts get silently flagged for manual review.
