    Why Yemen Is Not Eligible for Meta Creator Monetization

    1. U.S. sanctions make it legally risky

    • Meta is a U.S. company.
    • Yemen is subject to U.S. OFAC sanctions, especially involving financial transactions.


    That means Meta must avoid:

    • sending money to certain regions
    • processing payments that could violate sanctions
    • operating monetization programs in high‑risk jurisdictions


    Even if a Yemeni creator is totally legitimate, Meta cannot legally risk violating U.S. federal law. This is the biggest reason.

     2. No reliable payment infrastructure

    Meta's monetization requires:

    • supported banks
    • supported payment processors
    • stable financial systems
    • identity verification systems


    Yemen currently lacks:

    • Meta‑supported payout partners
    • stable banking networks
    • internationally recognized verification systems


    Without these, Meta literally cannot send money there.

    3. High fraud and security risk (from Meta's perspective)

    Countries under conflict or sanctions are automatically flagged as:

    • high‑risk for fraud
    • high‑risk for identity theft
    • high‑risk for money‑laundering concerns


    Meta avoids enabling monetization in any region where they cannot reliably verify:

    • who is getting paid
    • where the money is going
    • whether the transaction is legal


    This is standard across many tech companies, not just Meta.

    4. Meta does not have regional support teams in Yemen

    Meta only enables monetization in countries where they have:

    • legal presence
    • customer support
    • compliance teams
    • local partnerships


    Yemen has none of these.

    5. Small VR market + high operational cost

    Meta prioritizes countries where:

    • Quest devices are widely sold
    • VR markets are growing
    • support costs are manageable


    Yemen's VR market is tiny, and the cost of compliance would outweigh the benefit.

    The Bottom Line

    Yemen is excluded because Meta cannot legally or safely process payments there.
