Hi Derek, did you manage to fix your problem? I have exactly the same issue — it's so frustrating that it's impossible to contact Meta directly to resolve it. What a joke

I have seen on the forum that this seems to be happening to quite a few people recently.
The “You can’t make this change at the moment” message is usually a trust/security flag on the Facebook account itself, not specifically a developer portal issue. Once the account gets flagged, retrying repeatedly can sometimes extend the cooldown.

But honestly, at this point this probably requires Meta account support intervention rather than more troubleshooting loops. The frustrating part is that developer support access itself is difficult before activation succeeds.
