Promotions are restricted

Hello, 

Created a business Instagram account. Right away my account's promotions were restricted. Stating "the account was created or used with an automation that doesn't follow our rules."  Unsure what this means. Tried to send an appeal, but the page freezes. Currently have 128 days remaining and am lost. Seeking guidance.
