2FA email codes are bouncing from mail server due to non compliance

2FA code emails being sent to an address hosted by a Google Workspace are bouncing, Google Workspace console reports the following error:
550-5.7.1 [209.85.220.69] Messages missing a valid Message-ID header are not 550-5.7.1 accepted. For more information, go to 550-5.7.1 https://support.google.com/mail/?p=RfcMessageNonCompliant and review 550 5.7.1 RFC 5322 specifications. 586e51a60fabf-290380d212bsor810780fac.15 - gsmtp

This appears to be a sending issue with meta, due to this issue I'm unable to setup a developer account.
