Cannot run A/B test because of pending app submission

I cannot run an A/B test on the developer dashboard. The reason is 'you have a pending unapproved app submission', but I don't have any such app submission. The app is currently live on the main Quest store.

Also, under my list of apps, it reads 'Ready to Submit', but there is nothing we are submitting. Everything has been submitted, approved, and published.

This is blocking our testing.
