Can't add DLC to Rift game

According to documentation there should be a menu item called "Downloadable Content (DLC)" under the "Platform Services" page for our rift game but that page does not exist. There is only the "In-App Purchases (IAP)" page which appears to be different from DLC. This is preventing us from making our DLC store page and releasing it. Any guidance would be appreciated.
