GraphQL server responded with error 1357006

Hello, I have using Unity 2019.4.1f1 version and ovr plugin 1.52.1 . i have build a alpha version, upload it via website and fill all terms . you can see all green ticks. my problem is when i try "Submit to store" i get this error. Any suggestion?

    We received a similar error code when we wanted to save a new developer post or answer a user review.
    Fortunately, I realized that the active user was blocked for the appropriate apps. (I don't know where these blocks came from).

    So after removing these blocks the mentioned issues disappear immediately.
