How to invite linked Facebook Account to Release Channel

I want to invite someone who has linked 4 Oculus GO with his Facebook Account to the BETA Channel of an app. Adding the e-mail address of that facebook account gives me the error: Sorry, we couldn't...

Is it possible they don't have an Oculus account with that email?  I don't know if that's a requirement but I managed to add someone to a release channel a few days ago.
