How to upload AppLab
I regist app in Oculus Developer.
I can access my game to the app lab, but others will say Not Found when they access this address. Do you need any additional settings?
It sounds like you have created an app in the developer dashboard but have not submitted the app for review yet. Before the app is accepted the link you've posted will not be public.
To go through the submission process go to Distribution -> App Submission -> Start Submission.

If during development you simply want to give a certain user early access to a build you've uploaded to a release channel you can alternatively invite that user as outlined here.
