Kiosk Mode on Quest 2

I am creating experiences intended for a workshop. I want to load the apk into a consumer-grade quest 2 and have kiosk mode enabled so that it only plays my app on boot.
Budgeting means it needs to be a one-off purchase (no subscriptions). And it will want to be put onto many devices 15 to 30.
Oculus for business is no longer a thing, and they provided no replacement plus the subscription. I have looked online, and I am struggling to find a package that covers my needs.
Any suggestions?
