"Load report prior to" button not working on Financial Reports page for Oculus Developer Org Manager

The Financial Reports page shows the latest three Monthly Reports (.csv). If you wish to see reports older than the last three, you should click on the "Load reports prior to" button. However, this button does not work, regardless of the browser used.

Oculus and Meta support have been unhelpful with this issue. I have been trying to solve this for a year now.
Does anyone else have the same issue?
Any ideas on how to work around this?
