    Problem solved, looks like you also need to add a payment account through https://business.facebook.com/pub/payouts even thou if you have one in quest developer dashboard, then you can submit anything

    just weird..

Hey Quadra01​—I'd like to see a screenshot of the complete form so I can figure out what's going wrong here, but I don't want you to post it here on the forum since it would include some personal information that shouldn't be shared publicly.
