Stuck at waiting for process to begin ovr platform util

I can confirm this issue is happening on our team's build server as well

@imperativity  I have tried multiple times this morning to get a build processed, and haven't been able to, across multiple release channels, and in dashboard and ovr. With this being a holiday week and being on a tight schedule, I really need to get these builds out to testers

This is happening to me right now too. Tried uploading an APK with both the command line tool and the website, and it gets stuck around step 3. Is something broken on Oculus's end?

I was finally able to upload an APK through the website this morning, but it seems other people are still having issues. An Oculus comment on the bug ticket above says "The system is recovering. I would say give it a try every hour or so"
