Trying to Verify Organization But System Not Emailing Code

What's the deal with the verification process for being able to upload Quest apps.  System can find my business record and web domain. But when I try to have it send me a verification code via email nothing ever arrives. Email is working fine. No code ever arrives. I've tried at least 20 times now.
