VRC Streaming

In VRC.Quest.Streaming.2 | Oculus Developers there is a mention "Applications that stream stereoscopic, head-tracked, or immersive content may only do so from a local source, that is, a device that the customer has physical access to. Streaming from virtual devices or cloud sources is not allowed unless expressly approved by Meta in writing."

What is the process to get permission from Meta in writing?
