Where is the Post button within the Oculus Developer Dashboard?

Within the Oculus Developer Dashboard, I do not see the option to Post as my coworker does. 

For context, I have admin privileges for this app while my coworker has owner privileges. However, I do see the option to post in another unreleased app that we have.
