Artist Team Looking into VR Development - Is It Right For Us?

Hi - new to VR so I have a couple basic questions.

I am an artist based in Minneapolis, working with another artist on a research grant. We are interested in using VR as a part of a gallery installation and are wondering if it will be right for us. We have been looking into creating 360 video to be viewed with Oculus Go. First, if we submit the video for processing with Oculus Video, will it be available for viewing with Oculus Go? Or do we have to develop an independent app? Second, we are also concerned about licensing, does anyone have any information on this concern?
