Cant enable the developers mode : Oculus Quest

Anyone have trouble putting the developers mode on. Try coupe times follow the instruction without success... Reboot/Factory reset doesn't help at all...

    We just did a factory reset of one headset - to repair to a new person - and now it won't go into dev mode as well.  Wants to have an organization.  I don't think I needed that when I switched mine in the past.
