You would have to do a store submission of the app, to the, for example, beta release channel. You then grant explicit privileges to other users who will then, once invited, have access to the app on their device/store. it is of course only available in the specific store you submitted it to.
note that the only way to gain access to the quest store, even for pre release and beta or alpha channels, is to be approved by Oculus after submitting your pitch.
