I can't create developer mode

Hi guys. I can't create organization mode.

I go to Verify step, but I take this mistake: "Server response with error 3252001".

What I can do?

    Try These Fixes


    Set Your Account to Administrator Status. 
    Edit the Group Policy. 
    Refresh the Group Policy. 
    Revert Recent System Changes. 
    Uninstall Any Recent Third-Party Apps. 
    Disable Windows Telemetry. 
    Reset Your PC.
