Is Oculus Rift HDMI content HDCP protected by default?

First post to the forum...
I'm building a hardware box that passes HDMI data through it. I'm using an FPGA development board for prototyping, and I've been able to successfully pass 4k60 video through it from my AppleTV, so the FPGA board has more than enough bandwidth to handle Oculus Rift video data. Yet, nothing shows up on the Oculus Rift headset when I connect things up. (The Rift works fine when connected directly to my PC.)
I wondered if the Oculus Rift video content might be HDCP protected. Does anyone know? I don't have HDCP IP instantiated in the design yet and was hoping to deal with that later. For now, I am just trying to get the basic video connection established.
