ovr-platform-util reporting "A network error occurred. The request will be retried."

Yes had this issue as well, managed to upload however by running a different version of the ovr-platform-util.exe located in Assets > Oculus > VR > Editor > tools.
Running this executable via the command line still produces the "A network error occurred. The request will be retried." messages but the retry attempts completed the upload.
(Note: If using the ovr-platform-util.exe via the command line the uploaded filename specified in the --APK parameter is case sensitive)
