Unable to get past Verify Your Oculus Developer Account via phone or credit card

Hi been struggling for a week now trying to upload an APK to my meta quest 3.
2 issues both are circular loops.
1. I cannot join/create an organisation at the Verify Your Oculus Developer Account stage

2. I cannot enable developer mode anymore (did once) via Meta app 

Please help !!  Running out of time to evaluate the apk (have a research grant for this).
