I cant turn on dev mode on my quest 2

Ive done all the steps, factory reset my quest, uninstalled the phone app and installed it again and i still cant turn it on.   I just keep getting that message "We're having problems loading...

Sometimes problem is caused by VPN net.  Don't use VPN net.
