Can't reach Oculus runtime service

Hi, 

just setup everything on a brand new pc, specs are high enough.
After installing the oculus software I get the error:
"cant reach oculus runtime service"

already tried all the solutions I found in this forum.
Any official statement from oculus regarding this problem?
