Carmack's quad rendering with warping

I was thinking a few days ago about whether I needed to implement a warping specifically for quads in 3D space to avoid the resolution problems and extra framebuffer. Then today I heard John Carmack saying he had implemented that already in the GearVR SDK.

So can those things be made available on PC?
