If I develop under 0.8 will it work with the 1.4 runtime?

I've attempted to update to the 1.4 runtime and it won't work with my DK2, because of my old computer (USB 2.0 and I'm not sure what else - it's not even detecting that I've plugged it in to the HDM...

Use 1.3 runtime - it's working with DK2 even you have USB 2.0. Unity 5.3.4p3 for developing
