iOS/Android AR app w/ license?

Sorry for the confusion. What I'm really look for is something that allows mobile phones to serve as input devices while inside VR. The iOS lazer tag app and the Kickstarter above seemed like a great start, because they both allow the phone (and the player) to know it's location in relation to a bubble of space around it.
