Is androidmanifest.xml needed for submission validation tool on Oculus Rift (PC) application?

I'm trying to use the Check Submission tool, using a .zip instead of an .apk (because is a PC application) but it keep saying "does not appear to be a valid APK" "Dump failed because no AndroidManifest.xml found". So I'm a bit confused. Is needed androidmanifest.xml for a PC build?

    I think the submission tool is only for APKs, not PC builds. The docs suggest it's for both but only have example usage for mobile.
