Oculus Debug Tool can't connect to service / HMD

When I try to run the Oculus Debug Tool, I just get an error message that says: Unable to connect to service, or an HMD isn't connected. What am I doing wrong?  An HMD (CV1) is connected, and Home...

I have the same problem as well. Please help us with it. I have Oculus home running and have the latest update.
