your best guess is to go with a ricoh theta-s.
Nice picture, good video. almost no work.
you can put it on a rock, hang it on a tree and remotely take the picture with your smartphone while hidden behind a tree, so only nature is visible.
You can even capture wildlife.
buy a cheap selfie stick

and a small tripod

For playing it just edit web pages Easypano tourweaver.

You will be able to add sound (taken with your smartphone and a cheap external mic for wildlife ambiance and comment, please no music !) and add 2d (info panels, movies) or 3d objects .
this will allow anybody with a smartphone or tablet to enjoy the virtual view with a lot better experience.
(even remotely if you publish this on the internet)
if the price of the theta-s ( 400$) is too expensive, you can still go with the regulat theta that is still good with pictures (but a bit crappy with video).
I would go for an headset (rift or Gear) only if you are able to create stereoscopic (3d) content and that is currently tremendously difficult without a lot of equipement and work. (and for far landscape it is usually useless, stereoscopy works well only with close objects)
So if anyway you have to stick to flat content, choose quality and go with hires pictures on tablets and smartphones.
put the effort on content and distribution, forget about the VR hype, it is not ready yet. (but you can still build some project with the rift since you will have the content availalble, i would even use it to convince my boss that some budget is needed)
