Screen Brightness Issue

I'm under the impression that everyone is having this issue right now, people are just less perceptive to finer details. Not everyone will notice the same things as you and me.
What is this issue exactly? I had asked people to try underclocking their screen to stock 60hz and most of them said it resolved the problem. Why it doesn't for you is beyond me. But I am confident this IS a screen related issue.
