Will developers be able to develop Hand Tracking applications with Oculus Rift S?

Since the great anouncement of Hand tracking for Oculus Quest, i have this question,

I want to develop things for Hand tracking, but i dont know if this feature will be only available for Quest.

i want to know it because i like to develop for new technologies.
so Will developers be able to develop handtracking applications with Oculus Rift S?
I want to be ready when it comes out
