App Sharing not working

Is anyone else having trouble with the app sharing?  I created a second account on my second headset and enabled app sharing.  All the apps show up under shared, but anything purchased will not install.  Only the free apps actually ever install.  I have looked at multiple boards and tried hard resets.  Could it be a problem with the second account I set up?
