Can Bluetooth be switched off and still have access to controllers?

Hi,
I have a client that requested we ensure the Bluetooth is switched off on-site.
Would the Quest controllers be still trackable/operable and how do you disable Bluetooth in the headset?

    You can turn wifi on and off (click the wifi icon on the dash bar).
    Bluetooth is used for pairing wireless keyboards and gamepads. I can't find any way to disable it.
    The controllers aren't precisely bluetooth (you won't be able to pick them up with a BLE scanner for instance), but their system is very similar. They require a continuous wireless connection to work. The controllers need to stream their accelerometer data and button/thumbstick state.

    We also need to disable all wireless, including bluetooth, for our sensitive clients.  We don't need controllers. How to disable all bluetooth / wireless?
