Cannot turn on switch to Developer mode in ios app,

Cannot turn on switch to Developer mode in ios app, Red block appears in the bottom of the screen to try again.
One of my fingers is aches badly and turned red too. Please help me to solve this problem,
BTW I cannot join any wifi network after hard-reset and changing META account due to IP-problem (cannot get).
