Can't enable developer mode

same problem from 3 years ago with seemingly no solution. I already have an organization with 2FA and a payment method added. I already deleted and redownloaded horizon app. Would love to be able to access developer mode. Maybe this is why there isn't a sufficient amount of apps and utilities in the meta verse. Very discouraging for developers.
