Developer mode not listed in system settings

and the developer mode on the phone goes to the freaking website. The support chat was zero help.  Email is no help.... .  This is the dumbest things I've seen in a long time. I had to send my drivers license to get them to allow me to turn on a dev mode button.   What a joke!  I do all that and still no dev mode.
