developer settings when trying to enable say: we are having problems loading this. Please try again

i set up an organization and when i went into the mobile app to developer settings to enable them it says "we are having problems loading this. Please try again". i cleared cache, restarted phone and app and i set up a new organization again. Nothing worked.
