How can I determine if the user has Admin rights?

My app does some basic file management and I would really like to be able to determine if the user has "Admin" rights, because some of the Mod installation work requires them to put files inside the Android/data/com.../files/Mods folder.  Is there an API to check if they have Admin rights?
