How do I unlock the In Review status of Data Use Checkup?

I cancelled the submission and it still says In Review, my first time submitting an app for Quest and totally screwed up in a haphazard way and now I can't use Data Use Checkup properly. my best friend is very angry with me and I'm getting depressed, help me out.
