Is a phone number the only way you can verify your developer account?

So I was just starting to make my first Meta Quest 2 game, when I had to verify my account for app distribution. I have my Google Authenticator but it hasn't verified. Is my phone number the only way I can verify?

    Oh, forgot to mention this but I can't get the code sent to my phone number.
