issue regarding the "VRC.Quest.Functional.2" requirement

Good day,
 
I have an issue regarding the "VRC.Quest.Functional.2", aka, Single player apps must pause when the user removes the headset or opens Universal Menu.
 
Question #1: Does this apply to a single player "mode" in an otherwise always multiplayer app?
 
Question #2: If it is: our team is unable to implement this due to us requiring the "runInBackround" flag, and thus not recieving the required callbacks. How can we request a waiver for this requirement?
 
PS: I have searched for a technical private support ticket option but have failed so far. Where can I find this?
