Issues making Developer Account (Meta not accepting any CC for verification)

I am trying to make a developer account for my headset, but meta wont accept ANY credit card to verify the account! I have tried using both of the credit cards I own and nothing! Has anyone dealt with any issue like this before? Using SMS is not an option for me!
