More info regarding the VRC streaming Test Case

Hello!
My question is regarding the VRC guidelines for streaming, as displayed here: https://developer.oculus.com/resources/vrc-quest-streaming-1/

Can you give an explainiation for what these mean?
Do they mean one of these:

1. Streaming to Youtube/twitch from a game that is running on the quest2/3 device?

or

2. Streaming a game from a cloud source (like stadia or geforce experience) on to the quest device?

Also is the answer applicable to all 4 of these guidelines for the VRC of streaming?
